Director of Continuing Education and Workforce and Economic Development, Indiana
University of PA, Indiana, Pennsylvania, October 1999 to September 2005.


♦ Administered continuing education, conference services and workforce and economic
development housed in Keith Hall encompassing an annual budget of approximately $5
Million and a staff of 9 to 10 people.


♦ Administered 20 departmental budgets of $3 Million annually and a staff of 3 people housed in
the Eberly College of Business and Information Technology Workforce and Economic
Development Program.


♦ Demonstrated and repeated success in attaining millions of dollars in Customized Job Training
(CJT) Grants both in single and consortium applications.


♦ Demonstrated and repeated success in attaining approximately one million dollars annually in
Workforce and Economic Development Network of PA (WEDNetPA) contracts.


♦ Develop and manage a reporting system to ensure that the progress of all programs is
effectively communicated as required by stakeholders.


♦ Manage day-to-day departmental operations, including oversight of staff and sub-contractors
to ensure goals are met within budget and according to an established action plan and timeline.


♦ Responsible for assessing, writing, processing, monitoring and overall administration of all
aspects of CJT grants, WEDNetPA contracts and customized contract training for Indiana
University of PA.


♦ Responsible for regular interface with business and industry as well as representatives from
government agencies, economic development, education, foundations and community groups
particularly in Southwestern Pennsylvania and various regions across the state regarding the
workforce and economic development infrastructure of Pennsylvania and it’s “Learning
Economy”.


♦ Responsible for regular interface with business and industry regarding assessment of training
needs, developing formal training plans that relate to a company’s long term business goals
and strategic plans, recommendation of training providers, resource, tools and methods of
evaluation as well as return on investment and other measurable results.


♦ Responsible for professional development of a select group of WEDNetPA partners in
coordination with WEDNetPA and the Department of Community and Economic Development
in a first ever pilot initiative called the “Learning Organization Program.” This was an effort to
help business and industry in the state understand the long term commitment to continuous
improvement through learning and investing in their human capital.


♦ Represent Indiana University of PA interests in relation to existing and emerging workforce to
funders and other stakeholders by participating in local, state and national committees or
meetings as appropriate and by providing information and resources to employers, educators,
community organizations and other stakeholders on issues related to the existing and
emerging workforce.

 

♦ Work with the region’s economic and workforce development leadership to integrate the
workforce education function with the region’s overall workforce and economic development
priorities and industry cluster (consortium) requirements and expectations.


♦ Develop and implement new initiatives and projects in response to the workforce education
and development interests of business and industry community.


♦ Develop and offer consulting services and training in response to the workforce education and
development interests and needs of business and industry.


♦ Conduct seminars, workshops and other public outreach efforts.


♦ Primary liaison between IUP’s Management Services Group and external groups, e.g. the
Center for Economic Operations, Indiana Chamber of Commerce, Allegheny Conference and
the Pittsburgh Regional Alliance, Catalyst Connection, Economic Growth Connection, various
Industrial Resource Centers, Manufacturing Associations, Society for Human Resource
Managers, Indiana County Manufacturing Consortium, Tri-County Workforce Investment
Board, etc.

 

Director of Workforce Development Education and Training, Greater Johnstown Career and
Technology Center, 445 Schoolhouse Road, Johnstown, PA, September 1993 to October 1999.


♦ Founded and directed the Greater Johnstown Career and Technology Center’s (GJCTC)
Johnstown Industrial Education Training Center (JIETC), a small group of seasoned
professionals; each with over thirty years experience in their fields who delivered customized
training to business and industry across the United States. I directed the entire operations of
the JIETC and thus, became the overall Director for Workforce Development Education and
Training at the GJCTC.


♦ Responsible for the administration, coordination, budgeting, marketing, sales, quotations,
consultation and negotiation of all customized contract training with business and industry
through a group of industry training specialists housed under the Adult Education Program
called the Johnstown Industrial Education and Training Center.


♦ Responsible for administering and supervising all Adult Education, Career Resource Center
and Workforce Development personnel and activities at the GJCTC, encompassing fiscal
responsibility of approximately $6 Million annual budget and a staff of 13 to 15 people.


♦ Demonstrated and repeated success in attaining millions of dollars in Customized Training
(CJT) and other grants.


♦ Responsible for assessing, writing, processing, monitoring and overall administration of all
aspects of CJT grants.


♦ Designed and administered various apprenticeship programs at the Greater Johnstown Career
and Technology Center and at company satellite sites.


♦ Organized, designed and supervised post-secondary articulation agreements with various
colleges.
